Rory V. Bellina is a board-certified Health Law Specialist and a Partner in the Healthcare Section at Chehardy Sherman Williams, where he represents a broad spectrum of healthcare entities, including hospitals, group practices, ambulatory surgery centers, pharmacies, imaging facilities, laboratories, durable medical equipment providers, medical staffs, allied health professionals, and social workers.
Appointed to a three-year term on the Louisiana Board of Legal Specialization’s Health Law Advisory Commission, Mr. Bellina plays a key role in advancing legal excellence through oversight of specialist certification and promotion of rigorous educational standards in health law.
Mr. Bellina provides strategic counsel on complex regulatory matters, including federal and state fraud and abuse laws such as the Anti-Kickback Statute, Stark Law, False Claims Act, Civil Monetary Penalties Law, and whistleblower (Qui Tam) defense. His expertise extends to Medicare and Medicaid enrollment, reimbursement, audits and appeals, HIPAA compliance, credentialing, and ownership transitions (CHOW/CHOI).
He has guided clients through tax-exempt applications, federally qualified health center recognition, and high-stakes mergers and acquisitions involving practices, surgery centers, pharmacies, imaging centers, and hospitals. His transactional work includes entity formation, joint ventures, dissolutions, and employment agreement negotiations, as well as advising on non-compete clauses, payor contracts, labor matters, patient policies, and campus safety protocols.
Mr. Bellina also represents clients before key regulatory bodies, including the Louisiana State Board of Medical Examiners, Board of Nursing, Board of Optometry Examiners, and the Louisiana Board of Tax Appeals. In addition to his legal practice, he co-hosts the firm’s podcast, Health Law Talk, where he shares insights on emerging issues in healthcare law.
